National Advisory Eye Council Program Planning Working Group


Public Health Service (PHS) Act sec.402(l), 42U.S.C.282(1), as amended. The National Advisory Eye Council Program Planning Working Group (Working Group) is governed by the provisions of the Federal Advisory Committee Act, as amended (5 U.S.C. app.), which sets forth standards for the formation and use of advisory committees.

Objectives and Scope of Activities

The ad hoc Working Group is established by the Designated Federal Official (DFO) within the jurisdiction of the National Advisory Eye Council (Council). The working group provides advice and recommendations to be deliberated by the Council on matters related to the policies and activities of the National Eye Institute (NEI).

Description of Duties

The Working Group advises on matters related to the scientific programs of the NEI, including making recommendations with respect to research that represents important areas of emerging scientific opportunities, rising public health challenges, or knowledge gaps that deserve special emphasis and would benefit from strategic coordination and planning.

Agency or Official to whom the Working Group Reports

The Working Group advises, assists, and makes recommendations to the Council.


Management and support services are provided by the Office of the Director, NEI, and the Committee Management Officer (CMO), Division of Extramural Research, NEI.

Estimated Annual Operating Costs and Staff Years

The estimated annual cost for operating the Working Group, including compensation and travel expenses for members, but excluding staff support, is $50,000. The estimated annual person-years of staff support required are 0.1 at an estimated annual cost of $20,000.

Designated Federal Officer

The Director, NEI, will assign a full-time NEI employee to serve as the DFO of the Working Group. In the event that the DFO cannot fulfill the assigned duties of the Working Group, one or more full-time or permanent part-time NEI employees will be assigned these duties on a temporary basis.

The DFO will approve or call all of the Working Group’s meetings, prepare and approve all meeting agendas, attend all Working Group meetings, adjourn any meeting when it is determined to be in the public interest, and chair meetings when directed to do so by the Director, NEI.

Estimated Number and Frequency of Meetings

Working Group meetings will be held approximately three times within the fiscal year, or as needed. Meetings will be open to the public. Notice of all meetings will be given to the public. The DFO will prepare minutes of each meeting which will contain, as a minimum, a list of members and their business addresses, the Working Group’s functions, dates and places of meeting, and a summary of the Working Group’s activities and recommendations made during the fiscal year. A copy of the report will be provided to the Department CMO.


Continuing. This Working Group has no specified end date.


Unless renewed by appropriate action prior to its expiration, the Charter for the National Advisory Eye Council Program Planning Working Group will expire two years from the date the Charter is filed.

Membership and Designation

The Working Group will consist of six appointed members of the Council selected by the Director, NEI.


Working Group records will be handled in accordance with General Records Schedule 26, Item 2 or other approved agency records disposition schedule. These records will be available for public inspection and copying, subject to the Freedom of Information Act, 5 U.S.C.552.
