Statutory Authority:

This acquisition is conducted under the authority of the Federal Acquisition Regulation (FAR) Part 13—Simplified Acquisition Procedures, Subpart 13.106-1 (b) (1), Soliciting from a single source and is not expected to exceed the simplified acquisition threshold.  Contracts awarded using FAR Part 13—Simplified Acquisition Procedures are exempt from the requirements of FAR Part 6—Competition Requirements.

Brand Name Justification

The Building 49 Central Animal Facility has two (2) LYNX Tunnel Washers and two (2) Rack Washers that sanitize and disinfect all housing supplies for the research animals. Due to the high concentration levels of the chemicals and high temperatures used to wash all equipment, certain Non-Human Primate (NHP) Excreta Pans have started to warp and crack. Our Washers operate at temperatures of up to 185˚F. The cycles differ, a cycle may last as low as five minutes and another can be up to twenty minutes at a time. Over time we expect plastic materials to deteriorate after a several years of use. However, with chemicals and sanitation requirements being changed based on the disinfection levels required to run the program, older materials are deteriorating at a drastic pace. During our market research we found that reinforced Epoxy Fiberglass and Phenolic Fiberglass can withstand temperatures of up to 300˚F for a prolong period of time. Gramercy will custom mold from Epoxy Fiberglass and Phenolic Fiberglass compatible Excreta Pans to replace components already damaged within the Central Animal Facility. The replacement Excreta Pans under procurement are to be integrated into the facilities existing program and must be interchangeable with units already present within Building 49 program. The performance and functionality of these caging systems is critical to the protection of the animals and research supported by these systems and to the mission of the NEI housing animals within the Building 49 Central Animal Facility on the NIH campus.

This notice is not a request for competitive proposals.  However, interested parties may identify their interest and capability to respond to this notice.  Responses to this notice shall contain sufficient information to establish the interested parties’ bona-fide capabilities for fulfilling the requirement and include: unit price, list price, shipping and handling costs, the delivery period after contract award, the prompt payment discount terms, the F.O.B. All offerors must have an active registration in the System for Award Management (SAM) www.sam.gov.

A determination by the Government not to compete this proposed action based upon responses to this notice is solely within the discretion of the Government. The information received will normally be considered solely for the purposes of determining whether to proceed on a non-competitive basis or to conduct a competitive procurement.
