Background

The ETC Autoclave in Building 49 Central Animal Facility identified bad parts after upgrading the new controls. The ETC will still not run correctly due to the exhaust valve needs to be updated and new wires need to be run from the valves to the new controls. The door relays will also need to be replaced to allow the ETC to work properly.

 

Purpose and Objective

Replace the failed chamber drain chamber, slow exhaust valves that were not properly working with an upgraded valve. Run new wires from the valves to the new controls. Replace door relays that were not working properly, replace door hydraulic lift cylinder, clevis-lock bar, clevis lock pin, and pivot pin. After installation, test the function of the door.

BASIS OF AWARD

The Bulk Autoclave being down has an adverse impact on the facility mission to care for the animals in our care. With only one unit up and running reduces our capacity by half for processing the necessary feed, bedding, and water supplies for the animals. As well as potential overtime expense for the contract staff that will be needed to process and prep these items using only our one remaining bulk autoclave The requirement is being sole sourced due to the urgency of the requirement. If the unit up in a reasonable time we will be unable to continue the required support needed to autoclave the necessary feed, bedding and other materials required for the animals. This has the potential to impact 8 different ICs ongoing research projects.

Closing Statement: This notice is not a request for competitive proposals.  However, interested parties may identify their interest and capability to respond to this notice.  Responses to this notice shall contain sufficient information to establish the interested parties’ bona-fide capabilities for fulfilling the requirement and include: unit price, list price, shipping and handling costs, the delivery period after contract award, the prompt payment discount terms, the F.O.B. A determination by the Government not to compete this proposed action based upon responses to this notice is solely within the discretion of the Government. The information received will normally be considered solely for the purposes of determining whether to proceed on a non-competitive basis or to conduct a competitive procurement.
