BACKGROUND, PURPOSE AND OBJECTIVE:

The National Eye Institute (NEI) Animal Program currently maintains the aquatic systems located in Rooms 3C23, 3C23A, and 3C63 using plastic housings and would need to upgrade to a stainless steel vessels and to ensure that the housing systems remains up and running with minimal downtime or issues.

BASIS OF AWARD

A determination by the Government not to compete this proposed contract acquisition based upon responses to the notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. The Government reserves the right to use information provided by respondents for any purpose deemed necessary and legally appropriate. Information provided will be used to assess tradeoffs and alternatives available for the potential requirement and may lead to the development of a solicitation. Closing Statement: This notice is not a request for competitive proposals.  However, interested parties may identify their interest and capability to respond to this notice.  Responses to this notice shall contain sufficient information to establish the interested parties’ bona-fide capabilities for fulfilling the requirement and include: unit price, list price, shipping and handling costs, the delivery period after contract award, the prompt payment discount terms, the F.O.B. Point (Destination or Origin), the Dun & Bradstreet Number (DUNS), the Taxpayer Identification Number (TIN), and the certification of business size.
